The short six week special election campaign for New Castle County council president had been relatively quiet until last week when the two candidates, former state Representative Tom Kovach (R) and Ninth District County Councilman Tim Sheldon (D), exchanged a series charges and counter charges involving ethics and campaign conduct.  Sheldon continued the skirmish Monday filing a formal complaint with New Castle County Ethics Commission regarding his allegation Kovach failed to properly disclose his personal finances and Kovach’s suggestion that Sheldon would be improperly using his position as a county councilman to disclose possible filing irregularities.  Kovach says he filed the financial disclosure form Friday as soon as he became aware he needed to file it.

The ethics issue is not the only one separating Kovach and Sheldon as they seek to replace Paul Clark, who left the council presidency to become county executive when former county executive Chris Coons was elected to the U.S Senate in November.  Tuesday morning, Kovach and Sheldon went head to head on key New Castle County issues in a roundtable moderated by DFM News’ Nancy Karibjanian.
