Some Delaware motorists may want to think about asking for some hands-free cell phone technology this holiday season. Delaware’s bans on the use of hand held cell phones and on texting while driving, signed into law by Governor Jack Markell in July, go into effect January 2.  Fines starting at $50 will be imposed for motorists caught violating the new restrictions.  DFM News checked to see what being done to educate First State drivers about change and if  motorists are ready.
